Rocker Panel is the exterior trim strip on the Volvo that carries the character line and shields the paint underneath from impact. Genuine Volvo part number 31675848.
The clips fatigue and the adhesive-backed tape lifts at the ends, so the strip works loose and starts to flap at speed. Check whether the original is a chrome, black or primed insert; the mounting channel is shared but the insert finish is not.
Pre-fit the strip dry before removing the adhesive backing so the end gaps line up.
